
Our Team
The Oak Harbor Educational Foundation's board of directors has carried the vision of the organization since 1992 with some current members who have been involved since the very beginning. OHEF operated for 30 years with no staff members, run entirely by a volunteer board as a labor of love to the kids in our Oak Harbor community.
Since 2022, OHEF has has employed a part-time executive director to represent the organization and lead its business development and daily operations.
Board Members

Lisa Jones, Executive Director
Lisa Jones joined OHEF as its part-time executive director in April 2025. She attended K-12 in Oak Harbor and is married to her OHHS sweetheart, Dan. Together they have two grown children.
Lisa attended CWU and Gonzaga Universities and has over 20 years experience in communication and leadership roles in Washington and Idaho. Recently, she served as the Executive Director of Strategic Enrollment Management and Public Relations at Everett Community College where she oversaw the college's communications, marketing, outreach, and high school partnership programs.
She joined the communications department at Oak Harbor Public Schools in 2022 after deciding to move back to Whidbey Island to be closer to family. Since accepting the role with OHEF in April, she now works part-time for the school district where she gets to tell stories and celebrate the work and achievements of Oak Harbor students and staff. Lisa looks forward to building on the strong foundation led by the OHEF Board to support our students and educators in Oak Harbor.

Erica Wasinger, Interim President
Erica has been a board member of OHEF for over 16 years. She is married to an Oak Harbor High School graduate and has two daughters at OHHS. She and her husband are local business owners are involved in several activities across the community.

Megan Kinghorn, Vice-President
Megan joined the OHEF Board in 2025. She is a military spouse, was raised in Washington, and has two students in Oak Harbor Public Schools. She is also an employee of the district, having worked in various positions. Megan was a local elementary PTA President for two years, in which she helped manage events to support our elementary students and educators.
Megan looks forward to connecting our community through outreach with a range of events.
She wants to create opportunities where all members of our community - military connected families, long time residents, retirees and young families just starting their children in school - feel supported through OHEF's mission.

Kathleen Jones, Treasurer

Jack Schwab, Treasurer-Elect
Jack joined the OHEF Board in 2025. He has over 30 years experience in the management consulting industry. As the parent of an Oak Harbor High School student, he spends his time volunteering with a variety of organizations in the Whidbey community, primarily in support of schools, ferries, and parks. He looks forward to working with the OHEF Board to help define OHEF's future.

Brittany Rowan, Secretary
Brittany joined the OHEF Board in 2025 and is a physician assistant with Skagit Regional Health. Her husband, Chris, is retired from the Navy and they have lived in Oak Harbor for the majority of the last 22 years. They have 3 daughters in the Oak Harbor Public School system and are glad to be able to put down roots in the Oak Harbor community. She is excited to be part of OHEF's new leadership team and is part of OHEF's Teacher Grants Committee.

Todd Krantz, Director
Todd Krantz is Vice President and Branch Manager at SaviBank. He has served on the OHEF board for 16 years. His three children graduated from Oak Harbor schools.

Dave Paul, Director
Dave Paul has served in higher education for over 25 years. Dave has worked at Skagit Valley College since 2008, where he has been the Dean of Students and Vice President of Student Services. He currently serves as the Director of Community Relations for the College and teaches American Government. Dave is also the Skagit Valley College representative to the Economic Development Council of Island County and has served on the Board of Directors for the Oak Harbor Educational Foundation since 2009.
Dave was elected to the Washington State House of Representatives in November 2018. His legislative work focuses on promoting equitable educational outcomes, strengthening dual-credit and workforce training opportunities, and improving quality of life for the region. He is the Chair of the Postsecondary Education and Workforce Committee and also serves on the Transportation Committee and the Technology, Economic Development, & Veterans Committee.
Dave and his wife Rachel Anderson-Paul live in Oak Harbor and have four children who graduated from the Oak Harbor School District.

Ray Cone, Director
Ray has been a member of OHEF for several years. He is the Career and Technical Education Director for Oak Harbor Public Schools and administrator at Oak Harbor High School. He spent twelve years in the financial industry before transitioning to a career in education in 1994. His wife, Stephanie and their three children are graduates of OHHS. Ray believes in lifelong learning and is proud of the Career and College course offerings available for every student who attends Oak Harbor High School and looks forward to seeing how our Wildcats will shine in their careers.

Emily Couch, Director
Emily joined the OHEF Board in 2025 and was previously involved as a volunteer. She is an employee of Oak Harbor Public Schools and her extended family has lived on North Whidbey for generations. She and her husband, Josh, enjoy spending time outdoors mountain biking and hiking. She looks forward to helping the foundation invest in the community it was created to serve!

Russ Peters, Director
Russ joined the OHEF Board in 2025. He is Principal at North Whidbey Middle School (NWMS). He has been principal for three years. Prior to becoming principal, he served as assistant principal for the school for seven years. He has over 15 years experience overall as a school administrator and 16 years experience as a teacher. He and his wife are active in the community. Through OHEF, Russ wants to help reignite passions for raising funds that benefit of Oak Harbor kids.

Michelle Kuss-Cybula, Director
Dr. Kuss-Cybula is the Superintendent of Oak Harbor Public Schools (OHPS) and has served on the board of the OHEF since joining the district in 2022. Her career in education started as a teacher in the Syracuse City School District in New York over 30 years ago. Her administrative career includes serving as superintendent, principal, assistant principal, and director of teaching and learning throughout Oregon and Washington.
As an outdoor enthusiast, she enjoys running, riding her horse, and cycling. She and her husband are proud parents of two grown daughters, Abby and Izzy.
Sandy Rankin, Director
Sandy joined the OHEF board in 2025. She works at People's Bank and is a spouse to a retired military member. She moved to Oak Harbor in 1989 and her 5 children attended Oak Harbor Public Schools. She is now a proud grandparent who wants to make a difference for future generations through volunteerism.
Lisa Johnson, Director
Lisa Johnson joined the OHEF board in 2025. She grew up in Oak Harbor and recently moved back home. She currently works as a PGA America golf instructor and volunteer and as a varsity assistant softball coach for Oak Harbor High School. Lisa worked in higher education for 23 years and is passionate about connecting students with scholarship opportunities.
